United Nations Core Values: Integrity, Professionalism, Respect for Diversity RESPONSIBILITES: Under the direct supervision of the designated programme manager(s), and overall supervision of the Senior Economic Affairs Officer & the Officer-in-Charge, Asian and Pacific Centre for Agricultural Engineering and Machinery (APCAEM), the incumbent is required to perform the following functions:
1. Compile research, summarize and present information/data on food supply chain management of and Agro-Enterprise/Agribusiness Development of APCAEMs work programme and related topics or issues pertinent to the member countries of the region.
2. Assist in the preparation and editing of relevant technical papers, reports and presentations.
3. Assist in the identification, formulation, implementation and back-stopping activities of the above-mentioned Cluster Programmes of APCAEM.
4. Assist in preparation and implementation of APCAEMs work programme including organizing meetings and seminars, publications, advisory missions, and other relevant activities.
5. Prepare cost plans for project activities, identify inconsistencies and propose alternate action; and ensure compliance with UN rules and procedures prior to final approval.
6. Monitor and report status of specific programme/project activities and related issurs.
7. Serve as focal point for coordination and liaise with various organizational units to initiate requests, obtain necessary clearances, process and follow-up on administrative actions and technical matters.
8. Draft correspondence on programme/project activities and budget-related issues and prepare PowerPoint presentation and periodic reports, briefing notes, graphic and statistical summaries, accounting spreadsheets.
9. Perform other duties, as required.

QUALIFICATIONS Education: Completion of high school or equivalent diploma. University degree is desirable, in any of the following fields: agricultural economics, agricultural management, agricultural education, agricultural technology or agronomy.
Work Experience: Minimum five years of progressively responsible experience in a relevant field of expertise at a research institution, agro-enterprise, government office or finance institution on agricultural or production policy, programmes or projects or extension service.
Languages : English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in written and spoken English is essential. Fluency in Chinese would be desirable.
Other Skills : Working experience in an international or regional organization. Strong computer skills in the use of MS Windows and MS Office. Ability to work productively under pressure and in meeting deadlines.

Located in Beijing, APCAEM is a regional subsidiary body of the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP). Its mission is to assist member countries in achieving their Millennium Development Goals (MDGs), in particular by making a contribution to food security, rural poverty reduction, environmental sustainability, and developing global partnerships. Being recently established, the Centre focuses on:
Agricultural Engineering is crucial to capture the full potential offered by seed and fertilizer technology, to reduce farming risks and food losses, to apply environmentally sound farm management practices, to make better use of scarce water resources and to reduce pesticide application and use of fossil energy. The Centre deals with human-, draft animal, equipment, minimum standards for agricultural equipment and machinery, and technology for environmentally sound agricultural production systems. The Centre contributes to the Kyoto Protocol by capacity building for the application of the Clean Development Mechanism (CDM) to agriculture, such as for biogas, Conservation Agriculture, and emission control of diesel engines used in the agriculture sector.
Food Chain Management covers aspects related to storage, processing, marketing and distribution. Food processing and marketing are becoming increasingly complex and have to comply with regional and global standards. The Centres focus is on the post-harvest aspects domestic and export markets to meet minimum standards for food safety, increase quality, and extend the shelf-life of fresh produce.
Agro-enterprise Development has been s key factor for increase of agricultural production and income, and decrease of rural poverty. Forging regional alliances for cooperation in agribusiness is essential to remain competitive in regional and global markets and to achieve internationally agreed development goals. Technical Assistance is provided to rural small and medium size enterprises for agricultural machinery and other rural agro-enterprises to capture opportunities offered by globalization.
Policy Analysis and Strategy Development are included in the Centres work programme, Agriculture and food sciences are well developed and tools, machinery, equipment and processes are available for a variety of tasks from many sources around the globe. Transfer of these technologies to developing economies often fails because of an adverse policy environment, and because of lack of understanding of the many facets involved to make the technique or machine technically, socially and economically acceptable for prevailing local conditions.
